The Instruments and Articles of Government (Instrument 16 refers) allows the Corporation to decide whether persons (other than members, the Clerk or the Principal) may attend meetings of the Corporation and its committees.

The Corporation of New College has decided that members of the public may observe meetings of the Corporation and its committees provided that they have advised the Chair of Governors of their attendance in advance of the meeting. Access to agenda, papers and minutes:

The Instruments and Articles of Government require the Corporation to ensure that a copy of the following shall, as soon as possible, be made available during normal office hours at the college to anyone who requires them:

  • Agenda for every meeting of the Corporation;
  • Draft minutes of every meeting of the Corporation and its committees if they have been approved by the Chair of the meeting;
  • Signed minutes of every meeting;
  • Any report, document or other paper considered at any meeting.

This will not include any material relating to:

  • A named person employed at or proposed to be employed at the college;
  • A named student at, or candidate for admission to the college;
  • The Clerk;
  • Any matter which, by reason of its nature, the Corporation is satisfied should be dealt with on a confidential basis.

The Corporation shall also ensure that a copy of the draft or signed minutes of every meeting of the Corporation and its committees shall be placed on the college website and shall remain on the website for a minimum period of 12 months. Material excluded from inspection as detailed above will be reviewed regularly by the Corporation and, where the Corporation is satisfied that the reason for dealing with the matter on a confidential basis no longer applies will make such material available for inspection.

Payment of allowances to Governors

The Corporation may pay to its members such travelling, subsistence or other allowances as it decides, but may not, without the written approval of the Secretary of State, pay allowances which remunerate the members for their services as members.
