Why am I required to arrange my own Public Liability Insurance?

Our College insurance covers all College-associated activity, but once an external organisation comes in, they require cover to protect themselves and their delegates/pupils should anything go wrong. Our insurers therefore insist that all external hirers be able to produce evidence of appropriate Public Liability Insurance cover.
